Overview

Via completed a study on behalf of the Vermont Agency of Transportation (VTrans) evaluating the feasibility of microtransit in Montpelier, Vermont in August 2019.

VTrans and the Green Mountain Transit Authority (GMTA), which operates transit in Montpelier and throughout much of Vermont, had identified several underperforming fixed-routes as potential candidates for replacement with on-demand microtransit service. VTrans and GMTA were also interested in improving paratransit and specialized transportation services using microtransit.

Solution

Working closely with VTrans, GMTA, and the Montpelier Microtransit Working Group, Via scrutinized ridership data for fixed-route buses and specialized transportation and analyzed land-use, demographic, and economic data to develop microtransit demand scenarios.

Via simulated microtransit services and concluded that microtransit could serve more riders in the Montpelier area than existing fixed routes with a similar fleet size and a better customer experience. Via’s feasibility study supported VTrans’ application to the FTA’s Integrated Mobility Innovation (IMI) Demonstration Program.

It provides flexible service on a flexible schedule...if there is nobody on the bus, our bus will wait for the next person to catch a ride. We are not driving around empty because we have a schedule that says we have to.”
